In 2015 , Taobao re-wrote the legend of “1111 Shopping Carnival” ; WeChat Lucky Money changed the habit of hundreds of millions of people for the festival . All that makes the public realize the charm of entrepreneurship. Moreover, the Chinese government enacted support policies and set aside great amount of money to encourage the emerging entrepreneurs. However, the Chinese market doesn’t seem so bright now , and faced with problems such as incomplete Competition system, High start-up costs, unhealthy legal environment seriously hinder the entrepreneurship. Therefore, if Chinese government want to create a more entrepreneurial society , there were more measures needed to be taken to build a entrepreneur-friendly environment. The specific projects may be as followings: firstly speeding up to build a fair competition market which let new company to enter the market. Secondly, streamline administration and delegate power to the lower levels which can lower the cost. Thirdly, improve the legal environment of the business which can provide entrepreneurs with strong legal security umbrella.

In pace with the increase of the labor cost and the elimination of the population dividend, China, as the 2nd largest economic entity, has faced the challenge for further growth. China has to adjust its industrial structure and upgrade the innovative capability to a more high-end level. The "mass entrepreneurship and innovation" plan and industrial revolution with positive fiscal policy supported effectivly boost the market vitality and bring more growth opportunities. To grow the economy into a more sustainable and robost situation, China need to pay more attention on delivering more high-end or innovative products and services with intellectual property contribution which ensure its competitive advantages globally.

China Government already start to realize a industrial transformation. and also realized what the most needed next 5 years is. we can't give up those young talents' creativity. we need to give them more encomoic supporting and service to assist entreprenurship to come true their dream, and meanwhile, also help ourselves to create more employment opportunity and fiscal revenue in the future.

the criteria of sponsoring is an issue. For now, most research institutes in Chinese universities do not have transparent monitoring mechanism for selection of sponsor recipient process and usage of fund. And whether the innovative R&D start-up companies can share the sensitive technical expertise to similar research institutes is questionable due to intellectual property concern. So it is no easy for the government to establish a effective expert panel to assess if the start-ups is really devoted to innovative business. The government should introduce mature academic assessment process from abroad to make a more justifiable sponsor process

For a long period of time, China's intellectual property system has not been well established and implemented, which has largely hindered China's innovation and development. China has successfully become a big "copy" country. This is particularly important for China's cultural, technological and education industry. China needs to strengthen the construction of good faith to succeed in economic transformation.

Yes,the strategy of the government put the faith to start-ups per encouraging entrepreneurs and innovation is absolutely right.But there are still lots of working for the government to do instead of just putting some money into some specific area , which they assumed the important. Like intelligence properties protection, justice and equity of competition atmosphere, better social insurance system, which support the people to start up a new business,reducing taxes for startups etc, Chinese government need to come up with an systemic serving and supporting solutions to remove the barriers for the development of startups and not only just to invest some money into some industries by themselves.

It's known to the world that after a fast development for several years, the economy growth of China is slowing down and it's no longer a low labor cost country. That's a reason that Chinese government is encouraging a more service-led business model, while the government invest a huge money to support new startup company in technology field.
However, there are also some problems behind. Firstly, when government is stepping into the market, it is no longer a free competitive market. It's hard for venture capital to make rational capital allocation decisions. What's more, if the law for IP protection is not sufficient, it would be hard for innovative companies in technology field to survive healthily.

Very exciting news! The new policies like cutting red tape, taxation and fees is really encourage the Public innovation and massive entrepreneurship ,which is one of the major engines powering the slowing economy and more measures should be taken to let the market play the leading role in allocating resources,we believe there is still room for the government to reduce taxation and fees to reduce enterprises' burden

Encouraging and supporting star-ups from the government level is nothing wrong. However, can creativity and innovation be made by merely financial incentives and support. Does China need a different education system to encourage creativity ? It will not be a quick win but takes longer and costs more. Perhaps that's what we need today.

It's time for China to change.Why? China has been considered as the world's factory for many years, producing a majority of products to be distributed all over the world. For example, when you are travelling in another country for tourism reason, you would like to buy a souvenir for your friend as a gift,it is not surprised to see "Made in China" on it.Years ago, many foreign companies opened their business in China, one of the reason is that the labor cost is rather cheaper. However, now it is even cheaper in some Asian countries, foreign companies are on their way moving out. Though China is a big market, Asia is not far they can still share this market with lower cost.It will bring big impact to the economy of China. I am rather glad to see that our government are encouraging mass entrepreneurship and innovation in China. This is the right way for the future of China as innovation is the driving force for the development of nation. What's more, China couldn't always stay at the low margin level of the economy as manufacturer only. I am expecting and will be very proud to see "Design in China" in the future.

In the fourth industrial revolution, creativity is the most important thing, and this is easily found in start-up company. So I think the policy to encourage mass entrepreneurship and innovation is very good. And this kind of company will help a lot to solve the employment issues and attract big volume of money to be invested in manufacture and service industry, not estate industry, this will help government to reduce the recession risk.

It is a very good beginning that the government start to pay more attention to enterprise’s innovation and creativity. For example, in the robots industry, government offer them supporting policy to help their competition in the market. Government would also give money-and supports to small high-tech entrepreneurs. These are all drivers of economics booming.
The government have faith on booming, which is a strong signal for general persons living there.

Business Innovation always comes from individuals, big amount of money and incubation from government is not a guaranteed method to be successful. But what government could do is to provide infrastructure set up and advanced education system which provides the fundamental materials and resources. Tax reduction and open market to learn and grow can be beneficial to start-ups as well.

To encourage the innovation is not only just change some policies or just invest money to. The key point should be releasing the limitation of the people's brain to free the people's imagination as more as possible. To achive so, there need to be less control, less restriction, less fear of any kind of failure......

Government ministers can play a critical role in fostering enterprise and innovation. Their role is to direct the government departments and agencies to focus on the problem and develop effective policies. Chinese government needs to develop the "twin engines" of popular entrepreneurship and mass innovation, alongside increased supplies of public goods and services to drive the development and the economic miracle in the next 20 years.

As is known to all, there is a close relationship betewenn a country's competitiveness and innovation or start-up, so our government has prioritised supporting entrepreneurship as it grapples with flagging growth and seeks to reboot the country’s economy. It wants to move away from heavy industry towards a more service sector-led model driven by consumption. Our Premier Li Keqiang has urged local governments to implement policies encouraging “mass entrepreneurship and innovation” and to promote the growth of start-up companies. I think these phenomenon is our goverment make a wise decision based on fully understand the current situation and future trends.

China government encourage the entepreneurs to start up their own business,it makes many young people join into the market aimelessly, without business plan, without consumer insights, business model homogenization,more than 99% start-up companys failed.
While, for the economic environment, encourage start up new business is good, both promoted the employment, also promoted the capital flow.

China has long been commented as a manufacutre giant all over the world and the government has seen the shortages of attaching too much importane on conventional manufacture, for instance, the increase of labour cost as well as the low profitability. The initial intention of encouraging start-up companies is to encourage creation in China instead of copying technlogy or products in a cost effective way. This is a significant way for China reconstruct its business structure.
